What type of clients will be using the roster of mediators ?

Department of the Navy, General Services Administration, U.S. Department of Agriculture, National Aeronautics and Atmospheric Administration, Consumer Finance Protection Bureau.

What geographic areas will you serve ?

We serve customers throughout the United States (including Hawaii), and the Pacific.

Is this a one-time application, or will I have to reapply each year ?

The application to serve as a subcontractor mediator or ADR provider is a one time application.

Will I be reimbursed for travel expenses ?

Most of our contracts require that we use local providers and do not reimburse for travel. Travel reimbursement under the Joint Travel Regulations may be pre-authorized in some select instances. Specific questions regarding travel will be addressed when we send the independent contractor agreement to those persons who are determined to be “Fully Qualified.”

Is there a fee to be on your roster ?

We do not charge our subcontractors any fee for working with us.

How quickly must I respond to a request to accept a mediation case ?

You must respond to PMC within 48 hours of our contacting you.

What do you mean in Part B of the minimum requirements section of the application by “Federal workplace mediation cases?” Is an expanded definition acceptable to mean EEOC and DOJ (ADA) Cases ?

Yes.

In order to be fair to all those who apply, we will first review all completed applications and then consider exceptions to the requirements that we can waive as a subcontractor. We cannot waive contractual requirements included in contracts that we receive, e.g., “Mediators and mentors must have completed at least 10 facilitative federal workplace mediation cases within the 12-month period immediately preceding the date of this application.”

The specific intent of the Department of the Navy contract is to use state certified mediators that have conducted facilitative mediation with federal employees in a workplace setting not another form or style of mediation, and not other types of employees even though they may have been referred by federal agencies.

Will postal service cases count toward your application requirements ?

Mediators for the REDRESS program with the Post Office are required to use the transformative model or style, so those cases do not count per contract requirements. Navy and most of our federal customers require use of a facilitative model. Please complete and submit the application so that we may review all of your qualifications.

In order to meet the requirement of 10 cases is it possible to ith a qualified mediator in a mentoring role the mandatedIn order to meet the requirement of 10 cases is it possible to co-mediate under your program with a qualified mediator in a mentoring role for the mandated mediations ?

We do not use co-mediators as a means qualifying them for the number or type of required mediations. Please understand that we are not looking for entry-level mediators. Applicants must meet the criteria established by the federal agencies with which we have contracts. We do not have the authority to make exceptions to the requirements the agencies have established in their contracts with us.

I have not mediated in the federal workplace (section B). Will this remove me from consideration ?

diations per month is extremely low as I am not currently employed as a full time mediator ?

These contracts require that we use mediators with significant workplace and employment mediation experience. Quantity of mediations is a requirement under these contracts.

Should I send my resume, CV, bio, and/or letters of recommendation ?

Please do not include a resume, CV, bio, or letters of recommendation. Refer to page 6 of the application, “List the names and contact information of three references, e.g., peers, supervisors, trainees, and/ or clients or sources of referrals for clients.”

Is there a deadline to return the completed application ?

There is no deadline to submit the application, but since we have had such an overwhelming response, applications will be processed in the order received until we have a sufficient number of subcontractors to provide the services our contracts require.

I cannot open your application file. Could you re-send it in WordPerfect, .rtf, or .txt format ?

The application is a formatted Word 2010 document. Applications should be completed and returned by e-mail in the same format or sent by fax to our Williamsburg office, (757) 253-7688. The formatting of the application would be lost if transmitted by e-mail or as another file type. Our e-mail transactions with DON and SSA use the same software and file type. One requirement for working with PMC and for PMADR working with our contractors is to have compatible software so that we can transmit routine records, reports, and mediation documents exclusively by e-mail or fax. I’m sure you can appreciate the importance of our subcontractors being able to communicate with us by e-mail or fax without our having to make special arrangements for each of them.

My state does not require certification. Does this mean I can’t qualify ?

Certification is only one way to determine if you are qualified. Please complete and submit the application so that we may review all of your qualifications.

Is the bachelor’s degree an essential requirement ?

The bachelor’s degree is a requirement of Department of the Navy. PMADR cannot waive that requirement. Please complete and submit the application so that we may review all of your qualifications.   Most of our subcontractors have graduate degrees.

I have not received any training as a mentor. Does this mean I can’t qualify ?

Training as a mentor is only one way to determine if you are qualified. Please complete and submit the application so that we may review all of your qualifications.
